How to insert a "Target" line into basic bar chart

Am looking for some info on how to insert a "Target" line into a bar chart.
I have a basic chart and would like to put on top of the data a line from
left to right which is the target, the bar data would indicate whether this
was acheived or not.

Am running office 2007.
Any help appreciated.

thanks
