Make a stacked bar chart, and hide the Invisible series as before. Also hide
the left axis tick labels. Format the left axis so it puts 4 categories
between tick marks.

Pride 0 40 60 6
Vision 0 30 50 10
Luck 0 35 55 14

Add the data for these series, one series at a time. I show a column of X
values each for Labels, Fred, and Tom, and a shared set of Y values. Labels
will provide data points along the left axis for replacement tick labels.
Convert all of these series to XY type. Format the right hand axis so it
goes from 0 to 16, or rather, from 0 to 4 times the number of vertical
categories, and hide the tick marks and labels for this axis. Use Chart menu
> Chart Options > Axes tab to remove the secondary X axis; the XY series
will be happy to use the bar chart's horizontal axis. Format these series as
desired.

Use one of these free Excel add-ins to apply the labels in the column above
to the Labels series along the left vertical axis:

This is the chart I have made so far:

It is used to track the scores of employees on a personality test, and
is broken down into several categories. Each category has an
acceptable range of scores, indicated by the bar chart (the visible
portion is the 2nd part of a 'stacked' bar chart.. I made the first
part invisible so it appears that the 2nd part is floating). This
range I have indicated is the old acceptable range... I also wish to
show a new acceptable range on top of this old range. In some cases,
the old and new ranges overlap. However hard I've tried, I have not
been able to get these two ranges to show up together, either on top of
each other or directly next to each other. Any suggestions on how I
might achieve this?
