It's amazing how many Excel chart problems start with "my boss really wants it this way..." :-)
What you're describing (years on the y-axis, months on the x-axis, dollars in the data label) is a table, just like the one you've written. Are you sure he was asking for a chart and not a table?
If a chart, please say what chart. Line, column, bubble? You can have a bubble chart--it'll look funny, but it may be just what your boss wanted. In fact, the one person you should be asking is your boss, who doesn't read this newsgroup.
