C# and .NET. J# can't do the Compact Framework (PocketPCs, SmartPhones
etc...). J# is for migrating away from Java. It's not a good tool for
building new .NET applications. You should use C# if you want to learn .NET
from the ground. C# language is extremely equal to Java.

It depends on the mobile device.You can only target Compact framework
smartphones with the .NET. All other phones supports the J2ME framework. So
it depends on what phones you want to support.

Forget about C++ unless you are going to build native Symbian OS
applications. (Symbian phones supports J2ME (and .NET with a 3 part addin
library) too). C++ is old stuff today.
