[Help] Is J# for me???

Hello,
    I am new to the whole .NET family and I have a question on developing
with Visual J# or C#. You see I have, in the past, worked on several
projects with engineers who develop manuals for electrical contractors and
students. The material is written with Word and then converted to HTML where
it's placed on a CD that goes with a hard copy version (book). I write Java
Applets that are hyperlinked in the text of the book and they are used to
exercise some of the algorithms explained in the book. All of this is ran
from the CD and through Internet Explorer.
    My company wants to update our tools and they are wanting to go with the
.NET suite of tools (VS .NET). My question is , is there a way to create J#
programs or C# programs that can be hyperlinked within the HTML code? In
other words can I run a J# or C# program from Internet Explorer? We want the
entire thing to run off the CD and not to install any kind of software onto
the users machine. I have tried to use J# Browser controls, but recently it
doesn't seem to work very well. Am I suppose to create a program in Visual
J++ and then convert it over to a J# Browser Control? How do I deal with the
verisign license we have now to get us out of the java sandbox?

Any help would be appreciated.
