Getting VB to sort numbers?

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

I wonder if someone could point me in the right direction here. I
maybe just searching using the wrong terminology, but don't seem to
find anything that fits the bill.

"Number parsing in VB"
"Text parsing in VB"
etc...

Here is an example of the sort of thing I want to do:

Note: The date/time is derived from the AAXX 13094 etc = 13th Sept
(The year is known to be 2009 based on the download). I need to
extract the remainder of the number into one file for each time (Note
I have just shown 2 two locations on a 4 hour time span, in reality
there are thousands of locations all of which have hourly data)

I'm not expecting someone to come up with all the coding, just hoping
I could be pointed towards a good tutorial that deals with this sort
of thing, or even a book.

I hope the question isn't to confusing.

ps: I am struggling to learn VB2008 Express atm, it's very much alien
to me, but am sure if somethings as small as it maybe I can do I can
build on it. The problem I'm finding is I have no examples to 'play'
with.
