In mine I go to Control Panel->Internet Options->Security->Local Intranet->Sites-> and I have a box "Add this website to the zone:"
then I have a listing of "Websites:" hcp://system http://localhost https://localhost and below that I have a checkbox that is unchecked that says "Require server verification(https:) for all sites in this zone" that's all on the local intranet tab.

Actually I check in my Windows Server 2008, I can see the "Automatically detect inranet network" option right there,
Control Panel->Internet Options->Security->Local Intranet->Sites->Local Intranet

I check this on Windows Server 2008 SP1 and IE8.

On XP I go to control pannel/internet option/internet properties/local intranet and check automatically detect intranet network. This option doesn't exist on server 2008.
