Fetch/pass Url to IE?



Please excuse me if this is a newbie question, but countless searches
have produced no help to date.

Is there any way to fetch and pass a url to Internet Explorer? I want
to detect the URL entered/followed, analyze it, then pass it or a
substitute to the browser. I can not for the life of me find any info
on this so I assume that it must be way more difficult that I first
thought.

Basically, I want to look at the URLs that are either being entered
into IE or clicked on and check them against a few urls stored. If
they match, I want to redirect to a completed different url OR maybe a
msgbox.

This is for a special needs application that I need for my Autistic
son. Can anyone help?
