Where can I get the toolkit to program applications for symbian os with vb.net and visual studio?

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

I did read the wiki and it links me to some page.

Unfortunately appforce doesn`t longer exists, it`s now owned by oracle.
I searched their website, but I couldn`t find this toolkit.

Is this not available right now? Please help me out.
