Ummmm .. Norton Antivirus is NOT written in VB.NET.
Maybe contacting the authors of Norton Antivirus might be a better course of action for you.

Starting a few days ago, when i run my .exe file (for my app), Norton
Antivirus pops up a warning saying "xyz.exe is attempting to connect
to a DNS server". The message is highlighted in red, and is
considered "High Risk".
My application has absolutely no code that would connect to a server,
or anything remote. This is strange. This is only happening the past
week. Before last week i never got this message. When i run an old
version of the .exe then i do NOT get the Norton warning.
Does anyone know what might be causing Norton to do this? Thanks for
your help!
