Index.dat For IE History

I would like to read this file to get http address, name and last access
date. In searching the Web I found the following references.
(1) http://www.latenighthacking.com/projects/2003/reIndexDat/
(2) http://www.codeproject.com/useritems/Internet_Explorer_Spy.asp#xx985781xx
and not much else. Does anyone have anything more to offer?
Also, can someone confirm to me that Microsoft, indeed, is keeping the
structure of this file a secret by not publishing anything on the structure
or providing classes with parsing methods.
If this is the case, I will try to convert the VBScript (in Web ref #2) to
VB.NET (I don't know VBS but it seems very similar to VB.NET).
