Do you have a source (link) for that?
I don't remember reinstalling the .NET Framework. All I did was installing
SP3 for .NET 1.0 that was published when XP SP2 came out:

Still, there /can/ be errors after installing Windows XP SP2, for example:

There are known problems with McAfee VirusScan, that can be solved by
installing a patch:
