You are asking way too much from a newsgroup posting.

First of all, learn the Visual Basic.NET programming language and how to use
Visual Studio .NET.

Once you have that conquered, you will be able to search the help files and
the Internet for code samples of how to do file uploads and downloads,
setting sockets with network programming for listening and all the other fun
stuff that goes along with Internet enabled applications.
