Port Strangeness

I write an windows vb.net application that requires the use of a couple
different ports

However on some networks (never end users on a stand alone connection) it is
running on there is a lot of activity on the 9000 series of ports for the
enduser. For whatever reason this also seems to knock the end user off line
at times. I have only had this reported on Win 98 and Me machines. XP and
2000 never seem to have a problem.

Can anyone venture a guess on what might be happening here?
