Perhaps they had a dummy doing type-setting. :)

Actually, it sounds as though they may have generated the PDF originally for print, and only after the fact decided to use the same PDF for the e-book version. That would at least explain why the original typography was done carelessly, since after all the exact character code wouldn't matter at all in that case.
