Ankh certainly works transactionally too. I tried VisualSVN a while ago and I seem to remember there being very few reasons for or against using it vs AnkhSvn, the most obvious one being that Ankh is free.
I can't speak for Ankh, because I've never used it, but VisualSVN is much improved recently in respect of the steps needed to import a project to svn. All you do now is to choose "Add project to Subversion" (or something like that) from the VisualSVN menu - or the context menu - and make sure you point to the right repository and the right folder and it all just works really smoothly.
