Folder Option in Windows Explorer has disappeared

OS: Windows XP
Due to some virus activity it seems, the "Folder Option" in the Windows
Explorer menu has disappeared.
The virus was subsequently removed but the option has not been restored.
All attempts to modify the registry have failed.
Re-installation of the OS has not helped either.
Presently unable to access the folder option by any means.
What are the options remaining to restore the menu short of re-installation
of the OS?
