Developing for Fax Modems

I would like to know what are good sources to learn how to develop
applications for faxmodems. I would like to develop an application which
converts my documents to the necessary fax format (printer driver) (or are
there printer drivers available already for embedding into my apps?). I would
also like for my apps to directly communicate with the fax modem.
