General question on Web portal application development using .NET

Hi all,
I am currently developing GIS web portal application based on Opensource
technology called Jetspeed from apache but as our company do develop GIS
application using Microsoft technology as well in the past, I just wonder
what sort of software and framework is needed for developing microsoft based
portal application. We have experience with the old ASP, VB, ADO and IIS
based project in the past but yet to get involve with .NET technology and
PORTAL. So If you guy on this list could provide some information on
developing Microsoft portal application start from what edition of Windows,
IIS we required and .NET IDE (with what language VB.NET or C#) as well as if
sharepoint portal server is what it name suggest. Please give the list of
software and framework that we required as this would be greatly appreciated.
I beleive something like mymsn is based on Microsoft latest framework
