.NET Debugger not working

Hi All,
    I am new to .NET. I have just installed Visual Studio 2003 on a windows 2000 platform. I have install the remote debugger services. I have a web.config which has debugging turned on. However, I get the following error message:

                  Error while trying to run project: Unable to debugging the web server.
                  Unmanaged debugging is not available.

Can someone please tell me what I might be missing still??
