No, it's not. There are several opensource .NET FW for the nix and macOs like Mono or ROTOR.

They are slightly different from the MS FW and are step back from the latest ..NET FW features. For example MONO is only starting supports .NET 2.0/3.0 FW features

Only on the server, where ASP.NET hosted
