.NET Framework 2.0 wizards fails in Win2k3

I'm having a problem in Windows 2003 with the .NET Framework 2.0 wizard. In
the Trust an Assembly wizard, I can't select the DLL. After selecting it,
when clicking the next button, I get an error message: Unable to load
assembly.
Is that a bug?
