if you are refering to the .NET framework in relation to the IIS, there is a
command line you can execute to uninstall/reistall the framework

C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\aspnet_regiis.exe [-i ] [-u]

i = install
u = uninstall

sometime when istalling a new copy of Visual Studio ir IIS, you need to
manually do the unstall and then restall of the .NET Framework.
