Form.Size

How do I override the maximum form size variables. I have a wizard form with
7 panels each 600 * 480 pixels. At runtime, they are all in the same
location with different panels being visible at each step of the wizard.
However, during design time, I want them all to be visible and I have resized
the form to achieve this.

Here's the problem: When I reduce the screen resolution of my PC or a
coworker checks out the form, the form gets resized to match the screen
resolution. No matter what I put in the hieght/width values, the IDE
autocorrects it to match the smaller resolution.
