I know of nothing in the Framework that would cause this, although 98SE may
have some other dependencies (security patches?) before installing the
Framework. I would look at firewall settings first, as both Dungeon Siege and
WMP use ports other than port 80 (don't remember the ports off hand). Port
filtering is a likely cause of the issue.
