CS1548: Cryptographic failure while signing assembly '....' An internal error occurred

I can't produce any .snk file on my machine as well as can't compile any
assmebly that references a .snk file.
Tried:
sn -c.
....\dotnetfx.exe" /t:%temp% /c:"msiexec.exe /fvecms %temp%\netfx.msi".
Does anyone know what is the cure. How can this be overcome?
