Select the View Menu - Tab menu item. If the Designer window shows the tab order like following, then your tab order should work properly

GB1 - Taborder 0
T1 - Taborder 0.1
T3 - Taborder 0.2
GB2-Taborder 1
T2 - Taborder 1.1
T4-Taborder 1.2
