No, you can not get the attachment through webpage access. Instead, you
should use Outlook Express to access the newsgroup to get the attachment.

After testting your sample code snippet, I found it is almost the same as
the sample project I provided, and I still can not reproduce out your issue
on my side. After modifying the property value, I closed the Form designer,
and clicked the "save" button in the popup dialog. Then when I re-open the
Form designer, I found the component's property will reflect out my
changes. Normally, I suggest you save the entire solution(press
ctrl+shift+S key combination) after modification to see if this problem
still existed.

Currently, I suggest you attach a sample project with Outlook Express, then
I can reproduce your issue with the project you provided. Thanks
