Is the problem resolved now?

The Active property of ToolTip component indicates whether the ToolTip will
display a tool tip when the pointer stays on a control. The value of this
property will not be set to false even when the tool tip window is closed.
This property has no relation to the ToolTip's current state--visible or
invisible.
