I am sorry that I didn't see the problem in my test project.

Have you subscribed the MouseLeave event of the ToolStripTextBox and
ToolStripLabel and hide the ToolTip in the MouseLeave event handler?

I send you my test project with this reply. Please download and run it on
your machine to see if the problem still exists.
