\par As you mentioned that 16 applications shared the application pool on your server, then would it be possible for you to isolate your webservice app to a single dedicated application pool. Then, you can test the webservice application without any potential interference from other applications shared the same pool.

\par pool. All services are going out of service at the
\par same time. Restarting the app pool / the site or the IIS does not help.
