Take a look at WS-Eventing [1] specification. You should also look at the
work John Bristowe did on Plumbwork Orange GDN workspace [2].

If it helps you, I wrote a distributed event source service based on MSMQ
and WS-Eventing, together with a service control application and a sample
client. Look here
