Thanks for the prompt reply.
I installed WSE 2.0 SP3 on another machine here that has VS 2003. I was
successfully able to generate the WSE proxy class on that machine. So it
seems you're right: it's an environment problem.
I am going to try uninstalling and re-installing WSE 2.0. If that doesn't
work, do you have any other suggestions?

Regarding on the WSDL file you provided, you've just performed some test
in
my local test environment. However, both VS 2003/WSE 2.0(SP3) and VS 2005
WSE 3.0 can successfully create the proxyWSE class against the wsdl file.
I directly type the public http url in add webreference dialog to create
the proxy. It seems the problem may be specific to the environment. Have
you tried the same thing on some other dev machine?
