Using x509 without Windows Groups

I'm having a bit of trouble putting the security for my services together so
I'll try to post what I want to do and would appreciate a big picture step by
step of how to do.

I want to secure my Web Services using WSE 2.0 Policies and x.509
certificates. I don't want to compare usernames and passwords against
Windows Accounts, I'd like to compare them against entries in my SQL Server
database.

I've been able to work through the hands on lab to set up the policies, I've
also been able to compare a user token against values I get from a database.

Can someone give me something like a
"Step 1, secure your web service with a certificate but do X to read from
Sql server for user names and passwords"
