Ms development environment has not been installed for the current user

I had the same problem and the only fix for it that i found is to log in as a different user and open visual studio. If it opens for this profile you can delete the profile with the error after backing up anything important in this profile. The next time you log in the profile should be recreated and the error should not appear.
