Problems installing .NET framework on removeble disc

Hi
We are experiencing some difficultis installing .NET framework ver 1.1 onto a ATA FLASH disc(IDE).
This is the only media we have in our system.
The FLASH device is conneted through a IDE adapter card into the primary IDE interface on the mother board, and in BIOS
the device is recognized as "HDD master on primary IDE".
Installing WinXp sp2 works just fine.
During installation of .NET framwork ver 1.1, an event window pops up with the following message
"please insert the .NET framework disc", with no specifiacation on which drive.
We tried to install .NET framework ver 1.1 from several devicec, ie USB thumb, CDROM and
over the network.
Have also tried to install the .NET framework onto a WinXp sp1, this also failed.
We have also tried to clone the disc:
To clone a 3,5? hard drive with winxp and the .net framework installed, over to the ATA FLASH.
Windows can see the disc, but Partition Magic 8.0 and Acronis can?t see the flash disc.
This makes it impossible to clone the disc. Both IDE and IDE/USB converter has been tried when connecting the flash.
None of the setups worked.
In WinXp device manager, the ATA FLASH is recognized as an IDE disc, as it should.
Need help, any suggestions would be appriciated.
