Can't install .NET Framework 1.1 SP1

I've looked through and tried all the other postings for the problem
I'm having trying to apply v1.1 SP1. In my case, I am getting a
"Windows Installer" dialog stating:

The feature you are trying to use is on a network resource that is
unavailable.

It goes on to state that it is trying to find package 'tmp5.tmp' in my
user's temp directory.

This file is nowhere to be found on my system. When I browse, it is
looking for a *.msp file??!!?

Now, unfortunately, everything I attempt to do (remove the entire
framework, etc...) regarding the .NET Framework installation give me
this error.

Does anyone have a suggestion to get me out of this predicament?
