>From your description it sounds like the cached MSI for the .NET Framework
is missing. Have you tried repairing your .NET Framework install? You can
repair your .NET Framework install using the following command line (you
must have the .NET Framework redist package to do this):

dotnetfx.exe /q /t:%tmp% /c:"msiexec.exe /q /fvecms %tmp%\netfx.msi"

Note that reinstalling is not sufficient; you need to use the above command
line.
