    I Have been seeing a lot of cases where the CPU load will be 100% when it is
    not needed.

    Does MS know about these or are they overlooked?

    Most of them are GUI and Mouse related items. I can re-produce these 100% of
    the time.

    Examples:

    Windows Explore:
    Use the mouse to select files (Selection rect), while still holding the
    mouse hover over the splitter bar. (Max 100% CPU)

    VB.Express beta 1 (I know it's a beta..):
    Size an control until you see a snap line, and keep it there with the mouse
    button down. (Max 100% CPU)

    Visual Studio 2003/VB.Express beta1:
    Click the mouse down (And hold the button down) on the [Closed button] or
    [Pin button/AutoHide] for any of the dockable windows.

    This also works for Splitter bars
     (Max 100% CPU)

    These seem reproducable in most versions of the Win OS.

    There's more but can't think of them all.

    This can hamper more than just the application producing the problem. Real
    issue when watch a DVD.

    I tend to watch my cpu while developing, helps me find a lot of issues.

    P.S.
     Thats also security issue I like to see addressed, I think I should be able
    prevent apps from using more than X% of CPU.
