Does Microsoft have a Primary Interop Assembly for shell32.dll (Windows XP - SP2)?
If not, does MS suggest that developers create and sign their own PIA for
this component?

Creating an interface for IShellIDispatch (and the 2 / 3 and 4 versions) is just a snap, takes 10 minutes :)
