It can't hurt but what's the problem with insisting on a Framework 2
install???

Obviously I'm supposing that a fresh install of the framework doesn't

I woult think that at worst you'd have to reinstall the framework on the
target machine. Have you verified that framework 2 is running on the
targets? it may be Framework 1.1 so this sort of exception would be
normal
as the System.Drawing dll changed between versions.
