That usually means you do not have SQL CE installed (correctly).
Please go to "Remove programs" applet on CE device and see if you have
"Microsoft SQL CE 2.0" entry.
You can also check if you have
\Windows\GAC_System.Data.SqlServerCe_v1_0_5000_0_cneutral_1.dll.
