Problem regarding returning dataset

i am working on smartdevice application and using window CE.net emulator.I am
returning a dataset from a webservice( code is given below).when i debug the
application in emulator there is no data present in the dataset,where as when
i debug the webservice there is data present in the dataset.

code of webservice:
