legal issue & CF assembly

for my application I want to create a "Form designer" (for the desktop)
so the user could customize a few screen of the application (on the PPC).
however reading/parsing a document describing the screen being slow (on the
PPC) I want to generate an assembly instead of a "screen description file"
So my question is, could I (legally) write this tool (design to work on the
desktop) which create CF assembly, the problem is that I should include all
.CF assembly in my destop app (in order to compile the assembly), and I'm
not sure I'm allowed to gives them to customers ....
