Windows File Compression on Asp.net web files

I have an ASP.NET 1.1 web application on Windows Server 2003 that has been
running for years now. Lately we've been having some problems with the
website not responding after an application pool recycle. I noticed that many
of the web files are highlighted in blue when you view them in Window
Explorer. I researched what the blue highlight means and apparently it means
that the files are compressed by Windows. From my understanding, these files
should not be compress, especially if they are needed by IIS.

My question is:
Does Windows file compression have a negative affect on web application
performance when it compresses web files? Will the website go down if I tell
Windows not to compress those files?
