PLEASE HELP: Web Deployment Wizard is whacked out!

I run the Web Deployment Wizard fine earlier this week. Come back and make
a few MINOR HTML changes and go to "Rebuild" it and I get some wierd
error...
An error occurred when merging assemblies: ILMerge.Merge: ERROR!!:
Duplicate type 'MasterPage' found in assembly 'App_Web_yarpwypi'.
Because of the lack of the newsgroup response I deleted the MasterPage and
recreated it under a different name. Now when I go to rebuild it I get
ANOTHER wierd error:
web.config(1): error WDP00002: missing section appSettings.
The file is Microsoft.WebDeployment.targets, which I didn't even know
existed. I changed NOTHING having to do with anything like this.
Then I get a WHOLE lot of new "warnings"/compatability related messages in
my master HTML (which are fixed if I delete the !DOCTYPE statement.)
Any thoughts on what's going on??? This is completely frustrating!!!!
