Expression Web Designer does a fair job of creating/generating master pages, too.

I think the closest you can come to being unrealistic is to use the former FrontPage re-engineered
as the SharePoint Designer which supports SharePoint of course otherwise you'll have to be like
everybody else and require your admins to climb out of their monkey suit and acquire some skills.

Hi,
We are looking for a tool that can be used by a non-developer admin
user to visually move page elements around on a designer to
automatically generate master pages. Is there such a tool available
other than VS 2005?
Our aim is to create a package that allows admin users to create
portals and customize them per client. The customization would involve
generating master pages as per the client needs. This has to be done
without coding being involved.
