I checked every folder listed and the rights are correct. I also tried
doing the aspnet_regiis -ga, and that didn't fix it. Do I have to restart
IIS or anything after I do it?

for the list of directories to which the ASP.NET service account needs
permissions.
This last article is written for 1.1, but the directories haven't changed
for 2.0
