Debugging Error

I keep getting an error message when I click the "Start Debugging" button.
The message reads:

Unable to start debugging on the web server. The debugger cannot connect to
the remote computer. This may be because the remote computer does not exist
or a firewall may be preventing communication to the remote computer. Please
see the Help file of assistance.

I am definitely connected to the internet, because I keep receiving mail,
and I turned my firewall off to try the debugging. Nothing worked. Any
assistance would be greatly appreciated. Thank you in advance. DAL.
