I don't think I heard of cases where sites using VS didn't work where ones
using just the SDK would work. It sounds more like a deployment issue. Could
you elaborate?

Why I hate Citrix and multiple namespaces ... There are multiple versions, that seem to need to match an SDK Version ...NameSpace "MetaFrameCOM" so if I load more than one version of MFCom ...
